The National Federation of Independent Business (NFIB), has said in the past that the estate tax forces many of its members to sell their businesses each year when an owner dies without leaving enough money to pay estate taxes.  However, the annual survey on “Small Business Problems and Priorities” dated 6/15/2004 does not put that particular issue in its top ten list.
